JOB PURPOSE: Responsible for assigned Programs/Services operations to include program/service line integrity, current and new program development, staffing, internal and external collaboration, integration of assigned teams, budgetary responsibilities, outcomes of assigned programs and services as well as ensure staff productivity expectations are met.


STAFFING: Manages employees of assigned programs and services and is responsible for the hiring, staffing, training and performance management of the teams.  Partner with Chief Program Officer and Human Resources.
CONTRIBUTES TO TEAM EFFORT: Interacts with other management and non-management employees to promote smooth workflow, identify and resolve problems, advance the agency's image and accomplish results that support the mission of the Community Counseling Center. Effectively communicates with other agency staff and service providers.

PROVIDES SUPERVISION TO DIRECT REPORTS AND ASSIGNEDSTAFF: Evaluate the work of direct reports to ensure programs/services are of appropriate quality to address the needs of the consumers and resources are used effectively. May be required to carry a small caseload and provide direct services and support to consumers.

COMMUNITY:  Develop, expand and implement health services that promote research, rehabilitation, and community health through population management.  Consult with medical, business and community groups to discuss service opportunities, respond to community needs, enhance public relations, coordinate activities and plans and promote health programs.  Analyze needs to determine program directions and goals.  Represent the organization in relationship to   governmental and community institutions.  Public speaker to community groups to explain and interpret agency purposes, programs and policies.  Develop instructional materials and conduct in-service and community-based educational programs. Coordinate direct fundraising activities and prepare public relation materials in partnership with the Development and Marketing Director.

ADMINISTRATIVE: Ensure adherence to program descriptions and governmental rules and regulations in all assigned programs and services.  Establish and oversee procedures to meet the organization strategic goals and objectives set forth Management and approved by the Board of Directors.  Analyze proposed legislation, regulations, or rule changes to determine how services may be impacted and proposed actions to be taken.  Maintain awareness of advances in mental health, technology, government regulations, health insurance changes and financing options.  Maintain communication across the organization ensure effective and efficient interdepartmental functioning.  Prepare reports to inform management of the status and implementation plans of programs, services and quality initiatives.
FISCAL RESPONSIBILITIES:  Responsible for the administration of the fiscal operations including the budget of assigned programs and services. Partner with the CFO in the financial analysis, budgeting and rates required to ensure financial viability, proper staffing levels, necessary organizational supports and the necessary equipment are in place to ensure program viability. 
PROGRAM MANAGEMENT/DEVELOPMENT Ensure programs have specific established objectives with evaluative/operational criteria to ensure program viability and maximize growth potential.  Develop through collaboration and make recommendations for new policies and procedures to improve service utilization. Manage change in integrated health care delivery systems, such as work restructuring, technological innovations, and shifts in the focus of care. Utilize new program develop work design as present by Strategy Solutions to facilitate organization growth of new programs and service lines.

Responsible for clinical supervision hours for license-eligible staff. Directly supervises employees in the department. Carries out supervisory responsibilities in accordance with the organization's policies, procedures and applicable laws. Responsibilities include scheduling, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in partnership with Human Resources.


3.1   Maintains licensure in all programs.

3.3   Staff treats all clients/consumers/residents with dignity and respect.

3.4 Growth of services through ongoing public relations within the community, its agencies and organizations for providing quality care and educational services.

4.0 QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 4.1SkillsandAbilities: Knowledgeable about mental health diagnoses (DSM 5). Familiar with clinical practices, program planning and management, strategic planning, resource allocation, coordination of people and resources, budgeting and financial management, excellent organizational and time management skills. Proficient with commonly used computer software such as Microsoft Office.

4.2 Education and/or Experience: Must be a licensed (LPC, LCSW) Master's Level Clinician for a minimum of five years, with five years of supervisory experience in children and family services, along with knowledge/interest in client vocational services.   Knowledgeable with regard to applicable state and federal regulations, budgets and program operations. Equivalent combinations of related experience, education and/or training will be considered.

4.3 Language Skills: Ability to read, analyze, and interpret budgets, general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Effectively communicate through various methods (telephone, written, email, social media, in person), present information and respond to questions from groups of managers, clients, employees and the general public.

4.4 Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

4.5 Reasoning Ability: Ability to identify practical and complex problems through use ofbut not limited to; logic, reasoning, gathering data in order to analyze, evaluate, solve and implement solutions to resolve.  Deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

4.6 Computer Skills: To perform this job successfully, an individual should have knowledge of Database software; Internet software; Spreadsheet software and Word Processing software.

4.7  Personal Qualities:  Maintains and upholds Community Counseling Center's policies, respects confidentiality, adapts to change and exhibits a professional demeanor at all times while at work.


Act 33, Act 34 and FBI Clearances required.  Valid driver license and proof of vehicle insurance required.

6.0 PHYSICAL DEMANDS:                                            

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand and walk. The employee must frequently lift and/or move up to 10 pounds.  Specific vision abilities required by this job include ability to adjust focus.

7.0 WORK ENVIRONMENT:                                         

The noise level in the work environment is usually quiet.


Primarily local/regional during business day, may be some out of area and overnight travel as business dictates.
