JOB PURPOSE: Responsible for assuring the accuracy and timeliness of all Fiscal related wraparound and Medical Assistance functions.


  • ESSENTIAL JOB FUNCTIONS:
    • Supervisor over all Fiscal related wraparound and Medical Assistance functions: IE waivers, time card processing, billing adjustments. Supervises, disciplines, and prepares job evaluations of all Fiscal Tech positions and Fiscal Assistant positions (Liabilities, scheduling, payment window, deposits and wraparound staff) assigned to Fiscal Tech Supervisor.
    • Remain current and able to accommodate changes to the agency accounting process and to policies and procedures for all medical assistance funding. Responsible for disseminating and holding staff accountable for all changes of said policies and procedures.
    • Must have knowledge of and the ability to cover the accounting work assigned.
    • Knowledge of the complete accounts receivable process in the billing department
    • Strong working knowledge of the agency computer system as it relates to the billing department and be able to complete tasks accurately and on time.
    • Maintain Billing matrix; ensure charged amounts and payer specific rate changes in computer system for each visit type, program and payer.
    • Maintain Revenue Code Matrix in Computer system; ensure the correct accounts and cost centers are updated to the General ledger.
    • Setting up new visits, payers and programs in computer system. Ensure charges and payments can be tracked in our computer system for new services or new programs
    • Ensure all insurances are billing in a timely manner. Review and make sure all denials are fixed and rebilled.
    • Manage aging of accounts for reimbursement.
    • Make sure all accounts are ready for year ending.
    • Perform fee for service invoicing for MH BHC billings.
    • Supervise the invoicing to the BHC for the D&A programs.
    • Make deposits in Great Plain system.
    • Attend assigned meetings and conferences for our computer system.
    • Responsible for other duties as assigned.
    • Work and communicate well with co-workers and members of administration.

    • Process of all insurance billings (electronic and 1500's).
    • Post payments and adjustments daily (electronic and manual).
    • Update wraparound diagnosis changes in the computer daily.
    • Request and enter all authorizations into the computer daily.
    • Assign and secure coverage of liability function and payment/ scheduling window.

  • CONTRIBUTES TO TEAM EFFORT: Interacts with other management and non-management employees to promote smooth workflow, identify and resolve problems, advance the agency's image and accomplish results that support the mission of the Community Counseling Center. Participates in CCC CQI plan to ensure quality of service to CCC consumers.

  • SUPERVISORY RESPONSIBILITIES:

2.1 Supervision of fiscal staff for completing assigned work accurate and on time.

2.2 Supervision of Wrap Around (WA) paperwork to ensure matches computer system and appropriate signatures are on the Encounter Form for each visit. Ensure WA visits are not billed until they are correct.

  • Supervision of all Credit card transactions.
  • Supervision of opening, rent charges, payments, adjustments and closings for all houses and Program Fee
  • Supervision of all invoicing to include the BHC for the D&A programs.

  • RESULTS EXPECTED:
    • Ensuring all efforts to collect revenue have been made and the uncollectable revenue rate is less than 3%.
    • Residential rent and laundry fees collected by 5th of the month from all residents, as appropriate.
    • Ensure all billing is submitted timely for reimbursement and all managers are notified of unapproved services.
    • Ensure all local, state and federal regulations are followed regarding Mental Health and D & A intake and billing services provided by the fiscal dept.
    • Ensure smooth operation and communication within the billing dept.

5.0 QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. 5.1Skills and Abilities: Possesses the ability to make sound decisions in order to solve problems and seek practical solutions to these problems. Knowledge of double entry bookkeeping, budget preparation and analysis, accounts receivable and accounts payable and payroll. Proficient with commonly used computer software; prior supervisory experience and accounting software.


5.2 Education and/or Experience: Minimum or four years of experience performing bookkeeping work; or an associate degree in accounting or business administration including 12 credits in accounting or any equivalent combination of experience and training. Additional duties beyond the current required fiscal assistant job descriptions may be considered in exchange for years of experience (example: employees performing advanced bookkeeping duties in recording, reviewing, processing, and controlling financial records and documents vital to billing for services).


5.3 Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, employees and the general public.


5.4 Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.


5.5 Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


5.6 Computer Skills: To perform this job successfully, an individual should have knowledge of Database software; Internet software; Spreadsheet software and Word Processing software.


5.7 Personal Qualities: Maintains and upholds Community Counseling Center's policies, respects confidentiality, and exhibits a professional demeanor at all times while at work.


6.0 CERTIFICATES, LICENSES, REGISTRATIONS:


Act 33 and 34 Clearances required. Must have a current driver's license and vehicle insurance. Have FBI clearances.


7.0 PHYSICAL DEMANDS:


While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand and walk. The employee must frequently lift and/or move up to 10 pounds. Specific vision abilities required by this job include ability to adjust focus.


8.0 WORK ENVIRONMENT:


The noise level in the work environment is usually quiet. Works non-traditional hours and additional hours including holidays, as required for effective, efficient operation of the program. Occasionally receives calls after hours.
